What this PR does / why we need it:
Tortoise uses the replica number to generate the recommendation partly though, seems
deployment.status.replicasdoesn't show the expected number occasionally; given tortoise wants to know the desired number of replicas, we should use deployment.spec.replicas instead.Which issue(s) this PR fixes:
